I think it depends on who it is. If it's someone I know really well I'll come right out and say I don't like it on you. If I don't know them so well, I'll either not say anything at all or maybe something like if it makes you happy that's what matters
I will usually say nothing at all rather than truth that might hurt. If directly asked I try to be diplomatically honest because after all the ugly hat is not on my head.

I'm totally about the truth...as painful as that may be. I'll rib ya a bit about it if it's really awful.
